BCCS Pre-Service Orientation Extension 2

The Bureau of Child Care Services (BCCS), within the Department of Public Health and Social Services (DPHSS), requires all child care providers to complete a one-time Pre-Service Orientation within three months from the hire date, pursuant to Title 45, Code of Federal Regulations (CFR) Part 98, Child Care and Development Fund (CCDF) §98.44(b).

The Pre-Service Orientation is required for all employees & volunteers who serve children under CCDF to include: licensed child care providers, licensed-exempt (relative/in-home/school-age) child care providers, uncompensated providers, or any caregiver who will have contact with children.

All newly employed CCDF child care providers must attend a Pre-Service Orientation before being allowed to care for children unsupervised. Child care providers who have been employed as a caregiver to CCDF children, but has not received a Pre-Service Orientation, must successfully complete the Pre-Service Orientation upon the renewal of their Guam’s Plan for Professional Development (GPPD) Certification or CCDF Certification.

Child care providers under CCDF who have not completed the CCDF Pre-Service Orientation requirement will be subject to non-compliance, and will result in the revocation of the CCDF Certification for your child care program. Revocation of CCDF Certification may result in discontinued CCDF subsidy payments, and disqualification from professional development and grant opportunities.

BCCS Provider Workgroup - Session 5

The Bureau of Child Care Services (BCCS), with the essential assistance and feedback of the licensed child care providers on Guam, has reached a checkpoint in developing a quality improvement system (QIS). Session 5 covers a brief presentation on the subject of "Cultural Humility" that emphasizes culture in the design of Guam's QIS and how incorporating recognition and acceptance of other cultures is important in high-quality child care settings. The session also featured an activity where the child care providers discussed and gathered evidence for each of the six (6) areas of quality and their indicators. The discussions and feedback gathered are important in formulating the next steps towards completing Guam's QIS.

BCCS Provider Workgroup - Session 4

The Bureau of Child Care Services continues to coordinate small group sessions with licensed childcare providers to develop a quality improvement system (QIS) and have the system implemented in Guam. Session 4 is focused on an in-depth review of the QIS survey results, recommendations, and discussions in collaboration with the lead facilitator from the Child Care State Capacity Building Center.

BCCS Provider Workgroup - Session 3

The Bureau of Child Care Services continues collaborative discussions with a small group of licensed childcare providers in pursuit of developing a quality improvement system to be implemented in Guam. Session 3 is focused on developing a vision statement and crafting definitions of quality, which will be validated by a survey to be disseminated to all licensed childcare providers.

Guam’s Plan for Professional Development (GPPD) Submission

The Bureau of Child Care Services (BCCS), within the Department of Public Health and Social Services (DPHSS), will be enforcing a change of schedule in receiving application Forms for Validation of Early Childhood Providers (Path A) and Forms for Certification of Early Childhood Providers (Path A) under Guam’s Plan Professional Development (GPPD) for review and validation by The Early Childhood Professional Development (ECPD) Subcommittee under the Guam Early Learning Council (GELC); commonly known as GPPD submission.

Relative / In-Home Providers Updated FAQ

The Bureau of Child Care Services (BCCS) provides support for people and organizations that are interested in starting child care programs in their communities. If you are a resident of Guam and is a relative or in kinship with a CCDF certified family, you may choose to be a paid child care provider and care for up to six children in your home or the child’s home. All child care providers must complete all application requirements, comply with health and safety standards, pass eligibility requirements on background checks, complete 15 hours of certified health, safety, and early childhood related training, and be in compliance with all applicable regulatory requirements.

Mawar-rior Child Care Recovery Program

The child care industry of Guam was heavily impacted by the effects of Typhoon Mawar, causing many child care facilities to delay from opening their doors or making repairs to their facilities. This affects parents and families from going to work or school, and being contributing members of the community.
